HCMP Welcomes New Attorneys in Public Finance and Real Estate & Land Use

HCMP is pleased to welcome Christi Jacobsen and Jessica Roe to its Public Finance and Real Estate & Land Use groups, respectively.

Christi has experience serving as bond, disclosure, underwriter's, issuer’s and special counsel in various sectors, including public power and transmission; municipal, public and private utilities; municipal infrastructure and capital improvement programs; healthcare; universities; charter schools; industrial development bond programs; municipal leasing; and commercial property assessed clean energy (CPACE).

Christi has represented governmental entities, investor-owned utilities, conduit issuers, underwriters, lenders, tax equity investors and others in a range of tax-exempt and taxable bond financings and other public finance and project finance transactions. Prior to joining HCMP in 2019, Christi practiced for 12 years at a national public finance firm in Chicago and Salt Lake City.

She holds a J.D. from the University of Utah, S.J. Quinney College of Law, and an M.B.A. and B.S. in Accounting from Southern Utah University.

Jessica focuses on the land use entitlement process in Washington State and assists with local zoning and state regulatory compliance. She represents developers in obtaining permits for office, retail, residential and hotel projects including design review, critical areas, historic preservation, and State Environmental Policy Act (SEPA) approvals. Jessica also represents clients in administrative and judicial appeals of land use decisions.

She received her J.D. from the Seattle University School of Law and B.A. from the University of Colorado. Prior to law school Jessica worked in sustainable development policy and fundraising, and she has experience advocating in front of a variety of regulatory agencies and governmental bodies.
