HCMP Strengthens Land Use Practice with Three New Attorneys

HCMP is pleased to announce a significant expansion of its Land Use practice with the addition of Nancy Bainbridge Rogers, Nicole De Leon, and Taylor Haines. These attorneys are widely recognized for their leadership, experience, and impact on land use and development across Washington.

  • Nancy Bainbridge Rogers joins HCMP as one of the region’s most respected land use practitioners. With decades of experience guiding major residential, commercial, institutional, and resource based projects through permitting, environmental review, and appeals, Nancy brings exceptional depth in SEPA, GMA, SMA, and critical areas compliance. Her strategic approach and long standing relationships with regulators will further enhance HCMP’s ability to support complex, high stakes development efforts.
  • Nicole E. De Leon brings a strong track record of securing approvals for diverse and challenging projects. With her analytical precision, creative problem solving, and ability to build collaborative relationships with decision makers, Nicole is known as a top land use attorney in the Puget Sound. Her insight into evolving local and state regulations strengthens HCMP’s ability to support fast moving development in a dynamic regulatory environment.
  • Taylor A. Haines adds valuable experience in feasibility, entitlements, and regulatory strategy, with a background that includes infrastructure and transportation consulting on major public projects.
