Profile

Since joining the firm in 1986, I have practiced in the areas of land use and environmental law, advising individuals, community organizations, and private companies, and working closely with local, state, and federal officials. My practice has given me particular understanding of the issues facing smaller communities.

 

Professional Highlights

Since 2001, I have represented Trendwest and now MountainStar Resort Development in various aspects of the Suncadia Master Planned Resort and Cle Elum Urban Growth Area projects. These include: planning, zoning, Development Agreement, and annexation approvals for 1,100 acres in Cle Elum's Urban Growth Area; implementation of the Master Planned Resort Development Agreement governing 6,200 acres in Kittitas County; implementation of agreements with the Yakama Nations, Washington Department of Fish and Wildlife, other local agencies and service providers, and a local citizen group; and negotiation of agreements for a new regional wastewater treatment facility and other public improvements.

Since 1986, I have worked with a team of firm lawyers representing Weyerhaeuser Real Estate Company and now The Quadrant Corporation in all facets of entitlement and development of the 2,000-acre Snoqualmie Ridge project in Snoqualmie. These include: feasibility analysis; environmental review; comprehensive plan and zoning code amendments; negotiation of interlocal agreements; annexations; approvals and financing for sewer, water, road and drainage systems and government facilities; master plan and subdivision approvals; construction permitting; and appeals to state boards, Superior Court, and the Washington State Supreme Court.

Represented the owner of the Salish Lodge in its proposal to build a new conference hotel and associated housing in Snoqualmie. This required planning, zoning, Development Agreement, and annexation approvals, including a successful appeal to the Washington State Supreme Court over the ability to petition for annexation.

Assisted Intracorp with infrastructure and affordable housing issues for its Talus project in Issaquah, including complex multi-jurisdictional negotiations for extension of a regional water line and improvements to a state highway to serve the site.

Advised 360 networks on federal, state, and multi-county permitting for the Washington segment of a proposed submarine fiber optic cable from Japan to Vancouver, B.C.

Represented the Seattle International District Improvement Association (Inter*Im) in negotiations with the Washington State Department of Transportation over I-5 airspace leases, and participated with Inter*IM in development of an International District neighborhood plan.

Taught religious studies at Marquette University, 1981-1983.

Admitted to practice before the Washington State Supreme Court, the United States District Court for the Western District of Washington, and the United States Court of Appeals for the Ninth Circuit.

Recognized as a "Super Lawyer" by Washington Law & Politics, a local legal and professional publication, in 2006 and 2007.
