Profile

Since joining HCMP in 1994, my practice has emphasized land development, real estate, and environmental law. I have extensive experience counseling clients about issues arising under the State Environmental Policy Act, the Growth Management Act, and the federal Clean Water Act. With client objectives in mind, HCMP develops strategic programs for obtaining local, state, and federal permits and approvals for land development projects of all sizes. Before joining HCMP I worked for several years in government relations and public affairs for the Washington State Convention & Trade Center, an HCMP client. My experience as both a client of, and attorney at, HCMP has taught me the importance of understanding the client's business in providing top quality legal service.

 

Professional Highlights

Serve as legal counsel to The Quadrant Corporation for implementation of the Snoqualmie Preservation Initiative (SPI). The SPI is a public/private/non-profit collaboration that will, when fully implemented, utilize private funds to preserve the highly valued viewshed of Snoqualmie Falls, place conservation easements on approximately 3,600 high priority acres of land for viewshed protection, sustainable forestry, habitat preservation, and trail enhancement; finalize the urban growth area for the City of Snoqualmie; and provide a development agreement for urban development of Quadrant-owned property within the new UGA.

Provide legal counsel to The Quadrant Corporation for Phase II of its Snoqualmie Ridge Master Planned Community, including coordinating environmental review, negotiating a development agreement, processing a petition for annexation, and obtaining necessary permits and approvals for the mixed use development. Snoqualmie Ridge II will add up to 2,150 new homes and significant parks, trails and open space to the existing Snoqualmie Ridge development. HCMP's work on the original Snoqualmie Ridge approvals included complex negotiations, agreements, and permits for the construction of new water and sewer systems, including a reclaimed water system for golf course irrigation, and provision of affordable housing.

Provide legal counsel to The Quadrant Corporation with regard to business park developments in Snoqualmie, DuPont, and Federal Way. Representation includes resolving environmental, traffic, stormwater, and land division issues.

Assisted Lone Star Northwest (now Glacier) and WRECO in settlement negotiations regarding a several hundred-acre sand and gravel mining and transportation project in DuPont. These negotiations resulted in a landmark settlement agreement with the State Department of Ecology, the City, and environmental groups.

Represent jurisdictions, including Clallam County, in defending against petitions challenging adopted comprehensive plans and critical area regulations, before the Washington State Growth Management Hearings Boards. Provide counsel in satisfying GMA requirements to include Best Available Science in development of critical area regulations.

Serve as land use counsel to a variety of Puget Sound area real estate developers.
